Library Information and Guidance

The Nagano Prefectural Library serves the citizens of Nagano Prefecture to help them have lifelong learning in cooperation with other municipal libraries and organizations.
We also offer various services and document to those who visit this library for their research and inquiries.

To borrow books

Five books per person for two weeks are the maximum to be lent.
Please take the book(s) that you want to borrow to the counter together with your library user’s card.
Users are restricted to those who have their address within Nagano Prefecture.

To get a User's Card

Please submit an application form with full information for a User’s Card at the counter.
Upon application, you will be required to present an item that identifies your address: i.e. driver’s license, Health Insurance card, student identification card, student’s handbook, etc.

To return books

Please return books to the counter.
When the Circulation Room is closed, please put the book back into the “return box” outside the entrance.
(When the room is open, you are required to bring the book back to the counter.)

To reserve a book

You can make a reservation for a book in circulation.
Please refer to the staff at the counter.

Access to the Materials / Open-stack library

The open-stack materials in the circulation room are freely accessible by visitors.
After reading the materials, please return them to the counter.
When you would like to refer to materials in the stacks, you need to request for the book in writing on the proper form.
You are required to take either this request card provided, or a request card that you can output on users’ terminals to the counter.
For back number copies of newspapers and journals, you are also required to make a request by submitting a request card to the counter.
Local collections in the circulation room are not for circulation outside the library.

At the Counter

We offer services to instruct visitors on how to find right materials and how to utilize this library at this counter. In response to inquiries, we also help users develop their own researches.

How to find right materials

Please feel free to ask the staff at the counter about the materials you are looking for. You can also locate materials on users’ terminals. If you are not familiar with how to use the terminal, please ask the staff at the counter.
In case where Nagano Prefectural Library does not possess the book you are looking for, it can provide you with the book by the inter-library loan system.

Photocopies

As far as the Copyright Act allows, you can make photocopies of the materials owned by this library in the reading room on the 2nd floor. Please submit a “photocopy application form” with necessary information filled to the counter. For further details, please refer to the staff at the counter.

Reference Service

We answer citizens’ questions incurring from their daily lives or work, and offer information needed for their research by utilizing materials available at the library or by introducing competent information source to the inquirer.
Citizens may post questions in person at the library. We also accept inquiries on the telephone or by letters.
There are items that we are not able to answer due to its nature; i.e. life consultation, legal consultation, homework, quizzes, appraisals, etc.

Inter Library Loan

In case where a book you are looking for is not available at your nearby library, you can borrow the book by the inter-library loan system. Please consult with the staff of your nearby library.

AV Materials

Sixteen- millimeter film videos owned by this library cannot be lent to individuals but to organizations.

How to borrow

Five copies of video footage maximum per organization located in Nagano Prefecture can be lent for ten days.
Applications to borrow videos should be made either at the circulation counter or on the telephone. Videos can be borrowed free of charge but delivery costs (approx. 1,200 yen) should be born by the applicant.

Broadcasting of the lent videos for commercial purpose is strictly prohibited.
Utilization of the video, which violates the Copyright Act is not allowed.

Community Center Library

We loan books to the board of education of municipalities that try to open a community library in order to promote reading activities among their citizens.

Criteria to open a community library:

There have been no independent libraries in the region.
A library room has already existed in the community center.
The community center can provide a director and a clerical staff who are responsible for the library.
The library should be operated in manner to encourage local people to use it.
The period of the loan of books should be within five years.

Number of books available for loan: 2,000 copies at maximum
